Page Three: Filing Complaints

This post picks up over a year after our previous post.  So, I’ll take a quick second and fill you in on what happened during that time.  I moved out of the house and got a puppy and eventually moved back to the house.  At the house, 3 new folks moved in and Tengeri quickly alienated them with her anti-social behavior and phobias.  The new folks could not take it, they moved out…or rather Tengeri’s nuttiness drove them out.

In early March 2008, the landlord left the  gate to the basement open and my young ACD (Smokey) ran downstairs on an investigative tour.  I followed her down the stairs, at the bottom of the stairs were Tengeri and her grandson, the child being about 3′ish.    Smokey darted past them and down the hall.  Tengeri grabbed her grandson’s head and twisted him around causing him to scream, he cried “let go”, but Tengeri picked him up and continued to clutch him not making any effort to see if he was alright, no effort to comfort him.  By this time I have Smokey in my arms and am walking back toward her (and the stairs beyond) and she starts screaming at me, “I’m calling the police, I’m calling the police, that dog attacked my grandson.”  I’m trying to be nice, I am saying, “I am sorry ma’am, I didn’t know the gate was open.”  Then she screamed at me, froth flying from her lips, her eyes bulging, the child trying to escape, “I am calling the police, I am calling the police, that dog attacked this child and it bit me last year.”  Still trying to diffuse the situation, I told her to go ahead and call the police.  By this time other house members are telling her to quiet down and give the child some comfort.  Unfortunately, the child would get no comfort that night.  I carried Smokey back upstairs, Tengeri went into her room, slammed the door and began yelling and ranting.  She was yelling at the child, the child was screaming, it was all very disturbing.  She made a show of opening her door long enough so that she could be heard saying, “I want to report a vicious dog attack on my 3 year old grandson.”  So, even though it was my bedtime, I waited up an hour for the police, who never came.

I came close to calling child protective services, but in the end decided not too.  A few house members discussed rather we should or not but decided that we did not want to take that route, we decided to inform the child’s father should it happen again.

Probably not even a week later the landlord showed me a packet of papers that Tengeri had filed with the City of Berkeley Rent Stabilization Board.  Below I only reproduce 2 pages, the cover page identifying the document and the page that relates to my dogs.  At some later point this entire document may be interesting to poke fun at, but for now we have to much pertinent information to cover.  You can continue reading after the images, I will transcribe the second image’s pertinent details.

This document is labeled “Tenant Schedule C” and it is basically a request to have your rent lowered.  At the top, Tengeri had hand written “Additional Information to be added to Petition #T-4910.”  Attached to this was approximately 15 handwritten pages delineating complaints Tengeri has with the house and its occupants…the complaints range from the plausible to the fanciful.  Here I reproduce page 1.

It reads:

On 3/8/08, the same dog who bite me on my left calf and left black/blue teeth marks attacked my three year old visiting grandson.  My grandson yelled to the top of his lungs.  The dog was roaming loose around and throughout the house.  He [sic] was left free to travel up and down the stairs, etc.  I telephoned police only to be told the incident was not a crime.  That I am to report it to the landlord.  The landlord will be informed with this notification and at the hearing.  Unless I certify my complaints, which I have many, many times, via mail, there is no other way that I can certify my complaint.  No ending.  It continues. [Note it is "left calf".]

Besides the third grade level of the English language, this raises some interesting issues.  She complains that the dogs have free reign of the house.  Of course they do, that is there home.  They were their before Tengeri and she knew of them when she moved in.  This is probably the 40th or so time that Tengeri had called the police, they won’t even come out to investigate at this time.  Also of note is that Tengeri makes no mention of the child’s welfare.  Usually when a 3 year old is attacked by a dog there is a hospital visit, maybe some stitches.  But not in this case, because there was no attack, it is simply another fabrication of this warped personality attempting to project her own extreme paranoia onto the world around her.

It is always a crime when a dog attacks someone.  After any attack, a dog will be quarantined to check for rabies then summarily executed, no trial, no appeal, executed.  Twice Tengeri says a dog attacked someone and the police basically blew her off (if her missives have any relation to reality, which a later post will bring into question).

This crazy flake had made her best effort to have an innocent dog executed, this is probably the time that I began to realize that I would have to attempt to deal with this in some way.

The landlord said that there would be a hearing at the RSB on 5/21/08 to discuss the issues raised by Tengeri.  I decided that I would attend.

Our story will pick up with the RSB hearing, where Tengeri admits that there was no attack, where we all chuckle that the crazy lady accused a dog of biting her that was not even born yet.  Stay tuned for our next exciting episode, Craziness Unleashed.
