Page Ten: RSB Appeal Video
Following is Barbara Tengeri's testimony at the Berkeley Rent Stabilization Appeal RE: 1600 Woolsey on 7/21/08. The question before the board is whether 1600 Woolsey is a boarding house or a communal house. Tengeri had five minutes to state why the board should overturn the examiner's decision. Note that this is not just wild eyed rambling, she is reading from notes. She actually thought it out and came in prepared to give a rambling, disjointed, nutty rant; never realizing that it might be viewed as nutty.
The audio picks up 10 seconds in and she begins with announcing what, I guess, she thinks of as her personal qualities and then makes a wild accusation about adultery. Then she rambles about unrelated nonsense...eventually bringing up her diet. At 2:50 she makes a whole series of wild allegations of tax fraud against the entire house, none of them true. The house she describes is not recognizable as the one I live in.
The board, not surprisingly, ruled against Tengeri.
The significance of this video is that during questioning she attempts to bring up my dogs but is cut off. I already had this video when I decided to start this site, I am still waiting on the complaints that she filed so that I can scan and upload them.
Let's go to la-la land for a moment, let's accept Tengeri's fanciful delusions as fact for the purposes of this paragraph. If all of the wild accusations that she leveled were true, AND the board ruled that the house was a communal living space (which they did); then that would mean that Barbara Tengeri is living in a communal household with drug addicts, sexual deviants, tax evaders, and who knows what other types of miscreants.
But, of course, none of it is true. It exists solely in her warped mentality. And since none of it is true, there is nothing to back up her slanderous allegations. [Folks accused in the video have asked me to edit out there names, unfortunately this is not possible while still maintaining the full truth that I seek to display.]
The video of the entire hearing is 18 minutes long, I discovered that youtube has a 10 minute rule, so I have to break it in two and re-upload it. I will update this post with a link when I get it done.

Part 1:
At 6:50 she claims that she is one of the top 10 educators in the district. What
a bunch of bull. She is a substitute teacher in Hayward Unified, she has an
emergency teaching certificate from the state. This means that she is not even
qualified to be a teacher but they let her because they can't find anyone
qualified. In a few days when I start posting her crazy writings to the landlord
we will see her education level--and believe me it is not teacher level. At the
very end of part 1, she tries to bring up my dogs--making an outrageous claim
that my dog had bitten her. Part 2 opens with the board chastising her that that
is not before the board.
and, Part 2:
At 25 seconds she must state "I am not mentally ill." Generally when someone is reduced to this sort of denial, it is a safe bet that it is true. At the 1:10 mark she states, "As an educator I have my reputation to think about." If this is the truth and not just the ramblings of a crazy woman, then it would seem in Tengeri's interest to get this removed as soon as possible, because I can pretty much guarantee that once I start running ads for this site, everyone will see her for who she is. The rest of the tape is her admitting that it is in fact a group house--the board has to badger her, but she admits it. The final outcome is that the board did not believe her lies and crazy ramblings and ruled unanimously that yes, 1600 Woolsey is a group living situation.
To this day when the outcome is mentioned her jaw tightens, her teeth clench, and her eyes glaze in anger. This is obviously a woman who is not used to being told no, a woman so spun in her own fantasies that the cold hard truth pains her. With a person with a shred of sanity this would be the end of the story, the crazy lady moves out and everyone lives happily ever after. But no. She simply dug her heels in and got crazier, filing restraining orders and complaints with anyone unfortunate enough to have to deal with her.
Always bear in mind that it is up to Tengeri how long this remains up. All she must do to end it is to stop calling my dogs vicious.
